
Northern Samar – The provincial government of Northern Samar is preparing to open applications for a new scholarship program designed to support indigent but deserving students pursuing degrees in agriculture.
The initiative, known as the Provincial Government of Northern Samar Agriculture Scholarship Program (PGNS-ASP), was created through Sangguniang Panlalawigan Ordinance 08, series of 2025. The program aims to provide financial assistance to qualified youth in the province while helping strengthen local agricultural development.
In a statement released Tuesday, the provincial government said scholars accepted into the program will receive financial support for their studies. In return, beneficiaries are expected to practice agriculture within Northern Samar or engage in agri-entrepreneurship after completing their degree.
The commitment will be formalized through an agri-entrepreneurship agreement between the scholars and the provincial government.
To qualify, applicants must be indigent agriculture students from Northern Samar, have good moral character, and be physically and mentally fit. Applicants should not be more than 35 years old at the time of application, must carry a full academic load each school year, and should come from farming families certified under the Registry System for Basic Sectors in Agriculture.
Provincial officials said the scholarship program reflects the local government’s commitment to investing in both education and agriculture. By supporting agriculture students, the initiative hopes to develop future agri-leaders who can help strengthen food security and agricultural productivity in the province.
The ordinance establishing the program was passed during the term of former governor Edwin Ongchuan following a proposal from Provincial Agriculturist Jose Luis Acompanado.
The program is expected to admit its first group of scholars under the leadership of incumbent Governor Harris Ongchuan, who currently serves as chair of the PGNS-ASP Board.
The provincial government said more information about the application process and schedule will be released in the coming weeks.
