Northern Samar Rolls Out Measures to Cushion Impact of Rising Fuel Prices

Local officials in Northern Samar have approved a comprehensive set of measures to mitigate the economic and social effects of rising fuel prices, as global tensions continue to push oil costs higher.

The Provincial Disaster Risk Reduction and Management Council (PDRRMC), chaired by Governor Harris Ongchuan, convened with local chief executives and development partners to address concerns over fuel price volatility linked to the ongoing conflict in the Middle East.

Central to the plan is the creation of a dedicated task force that will oversee interventions across key sectors, including overseas worker welfare, food security, energy management, and local economic protection.

For overseas Filipino workers (OFWs), the provincial government is considering financial assistance for displaced workers through a Crisis Assistance Fund, along with livelihood retooling programs such as skills training for repatriated workers.

In the agriculture sector, officials stressed the need to maintain productivity despite rising fuel costs. Proposed measures include fuel vouchers for fisherfolk and production support for farmers, such as seeds and other essential inputs.

A Public Transport Buffer strategy is also being considered, which includes the possible rollout of “Libreng Sakay” or free rides for students and low-income workers on key routes if fare hikes become unsustainable.

The province is likewise pushing a “Buy Local” campaign to support small businesses, strengthen the local economy, and reduce dependence on imported goods.

Officials said the plan reflects a coordinated, multi-sectoral approach to protect vulnerable sectors from inflationary pressures affecting transportation, agriculture, and basic commodities.

Initial funding for the rollout of these contingency measures will be sourced from the province’s Disaster Risk Reduction and Management Fund, also known as the Quick Response Fund.
