MANILA — President Ferdinand R. Marcos Jr. announced that the government has released ₱19 billion in insurance indemnification over the past four years to help Filipino farmers and fishers recover from crop losses, damaged livelihoods, and other agricultural setbacks caused by natural disasters and unforeseen events.

During his fourth State of the Nation Address (SONA) on Monday, President Marcos emphasized that strengthening the agriculture sector remains a key priority of his administration, with expanded insurance protection and direct financial assistance serving as vital safeguards for the country's food producers.

"Insurance serves as an effective protection against financial losses resulting from unexpected events," the President said.

According to the Chief Executive, the indemnification program has enabled thousands of farmers and fisherfolk to recover from damages affecting crops, livestock, fisheries, agricultural equipment, facilities, and farm machinery.

Beyond property protection, the government has also expanded life insurance coverage for registered farmers and fishers, providing an additional layer of financial security for those working in the country's food production sector.

Fuel Assistance for Nearly Two Million Food Producers

President Marcos also highlighted the government's swift response to rising global fuel prices triggered by tensions in the Middle East.

Under the declared State of Energy Emergency, the administration launched the Presidential Assistance to Farmers, Fisherfolk, and Families (PAFF) program, extending financial support to nearly two million Filipino farmers and fishers.

The Department of Agriculture (DA) reported that every qualified beneficiary received ₱2,325 in direct assistance through the PAFF program, in addition to ₱150 million worth of fuel subsidies distributed to registered agricultural workers nationwide.

Lower Logistics Costs Boost Agricultural Competitiveness

To further reduce production and distribution costs, the Marcos administration implemented several logistics support measures designed to improve market access for agricultural products.

Among these initiatives is the significant reduction of shipping terminal fees for agricultural cargo—from ₱500 to just ₱1—helping lower transport expenses for farmers and food producers.

The government has likewise continued its toll-free program for Department of Agriculture-accredited trucks, allowing agricultural products to move more efficiently through major expressways and strengthening the country's food supply chain.

Affordable Rice Program Continues Nationwide

The President also reaffirmed the administration's commitment to ensuring affordable rice for Filipino families despite global economic pressures.

Through the Benteng Bigas Meron (BBM) Na program, approximately 12 million Filipinos have gained access to quality aging rice priced at ₱20 per kilogram through the expanding network of Kadiwa ng Pangulo (KNP) outlets.

According to the Department of Agriculture, the program has already sold more than 121,271 metric tons of rice, generating approximately ₱2.4 billion in sales while helping stabilize food prices across the country.

To date, more than 800 Kadiwa ng Pangulo sites are operating nationwide, providing affordable agricultural products and strengthening the government's food security initiatives.

The Marcos administration said these programs reflect its continuing commitment to protecting farmers and fisherfolk, strengthening agricultural resilience, improving food security, and making essential commodities more affordable for every Filipino.
