
LEGAZPI CITY — Residents of Guinobatan, Albay are benefiting from easier access to affordable agricultural products through the town’s regular staging of the Kadiwa ng Pangulo Program, which also provides local farmers with a steady platform to sell their produce.
Municipal Agriculturist Grace Peano said the local government began implementing the program on May 27, 2025 after adopting Executive Order No. 05, which formally established the Kadiwa market in the municipality.
The Kadiwa market is held every second and fourth Tuesday of the month, giving farmers, growers, and small entrepreneurs a consistent venue to offer their products directly to consumers.
Peano explained that the initiative allows farmers to sell agricultural produce and other essential commodities at lower prices while earning more from their harvests. By removing middlemen from the supply chain, the program helps balance fair farmer income with affordable food prices for consumers.
To monitor the effectiveness of the initiative, vendors participating in the market are required to submit sales reports after every event. These records allow the municipal government to evaluate the program’s impact on local food security and access to affordable goods.
Data from the municipal agriculture office show that the Kadiwa market generated nearly PHP900,000 in sales from May to December last year.
Participants said the program has also helped increase product visibility and expand their customer base.
Seedling producer Liza Gumtang shared that their business grows plant seedlings using propagation techniques such as grafting, inarching, and marcotting to ensure stronger plant growth. They also produce other value-added products to maintain income during periods when seedling sales are slow.
Another exhibitor, Deo Oira from Magayon Vegetable Cluster Incorporation, expressed hope that the local government will continue supporting the program, noting that assistance such as seeds and farming inputs helps sustain production among farmers.
Peano encouraged more farmers and local entrepreneurs to participate in the Kadiwa market, emphasizing its role in strengthening the agricultural sector while ensuring a stable and affordable food supply for the community.
