House approves bill declaring Oct. 16 as National Food Security Day

MANILA – The House of Representatives has approved on third and final reading a bill declaring Oct. 16 of every year as National Food Security Day, highlighting the importance of ensuring stable food supply and addressing hunger in the country.

House Bill No. 8042 gained strong support from lawmakers with 248 votes in favor, none against, and one abstention. The proposed measure aligns the observance with the global celebration of World Food Day.

House Majority Leader Ferdinand Alexander “Sandro” Marcos said the declaration underscores the need to keep food security among the government’s key priorities, especially amid concerns over hunger and rising food prices.

“A National Food Security Day is a clear signal that the fight against hunger and high food prices must remain on the national agenda, supported by concrete actions such as improving farm productivity, strengthening nutrition programs, and reducing food waste,” Marcos said in a news release Wednesday.

The measure is anchored on a policy framework that commits the government to strengthen food security, promote sustainable agriculture, and eliminate hunger and malnutrition. It also recognizes the right of every individual to have access to safe, adequate, and nutritious food.

Under the bill, the Department of Agriculture (DA) will serve as the lead agency in organizing the annual observance. The DA will coordinate with the Department of Education, Commission on Higher Education, Department of the Interior and Local Government, National Nutrition Council, and other agencies to ensure broad participation from schools, local communities, and stakeholders across the food system.

The legislation also tasks the DA with organizing programs, campaigns, and activities that promote food self-sufficiency, sustainable farming practices, reduction of food waste, and greater nutrition awareness. It also aims to recognize the role of farmers, fisherfolk, and other workers involved in the country’s food supply chain.

The bill further directs the DA, in coordination with relevant agencies, to formulate the implementing rules and regulations within 60 days after the law takes effect.

According to Marcos, the observance will help remind both the government and the public of the importance of ensuring that food remains accessible, affordable, and safe, particularly during disruptions caused by extreme weather, supply chain issues, or global price fluctuations.
