
Legazpi City — Economic activity in the municipality of Libon is expected to increase following a PHP500-million expansion project at Pantao Port funded by the Department of Agriculture (DA).
Noel Rosal, governor of Albay, said the project will significantly help stimulate Libon’s economy once the port upgrade is completed.
According to Rosal, the development will create job opportunities during construction and generate new livelihood sources for residents, particularly those living near the port.
During the visit of Agriculture Secretary Francisco Tiu Laurel Jr. to Pantao Port on March 11, the DA announced the allocation of PHP500 million for the facility’s expansion and modernization.
Rosal noted that aside from employment opportunities, the project is also expected to attract more businesses and investments to the area as construction moves forward.
He added that the expansion reflects the government’s efforts to implement projects that directly address the needs of local communities.
The governor also emphasized that improving the port is likely to encourage more visitors and commercial activity in Libon, which could further strengthen the town’s economy.
The funding will support several upgrades at Pantao Port, including the renovation of existing facilities, installation of cold storage units, construction of additional buildings, procurement of equipment, and other infrastructure improvements needed to make the port fully operational.
The project forms part of the national government’s infrastructure initiatives under the General Appropriations Act of 2026, which aims to enhance agricultural infrastructure and expand livelihood opportunities in provinces nationwide.
During his visit to Libon, Tiu Laurel also distributed around PHP65 million worth of assistance to farmers and fishers in Albay, including livestock and poultry packages, farm inputs, and fisheries support projects.
