Marcos Declares National Energy Emergency Amid Global Oil Supply Threats

MANILA — President Ferdinand R. Marcos Jr. has declared a state of national energy emergency to address potential fuel supply disruptions and stabilize the country’s energy sector amid rising global uncertainties.

Through Executive Order No. 110, signed Tuesday, Marcos cited escalating tensions in the Middle East as a major threat to global oil production and transport. As a net importer of petroleum, the Philippines remains highly vulnerable to supply disruptions and price volatility, particularly in critical routes such as the Strait of Hormuz.

The declaration empowers the government, led by the Department of Energy (DOE), to implement urgent and coordinated measures to ensure a stable and sufficient energy supply while minimizing economic impact.

The order introduces the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT), a whole-of-government framework aimed at safeguarding essential sectors. It seeks to maintain energy availability, ensure the continuous delivery of basic services, sustain economic activity, and protect vulnerable groups.

An UPLIFT Committee, chaired by the President, will oversee implementation. Members include key Cabinet officials from the Departments of Energy, Transportation, Social Welfare, Agriculture, Finance, and Budget, among others. The committee will monitor fuel and essential goods supply, ensure the operation of transport and utilities, and coordinate efforts to maintain economic stability.

As part of the response, the DOE is directed to enforce energy conservation measures, implement fuel optimization strategies, and manage supply distribution. The order also pushes for accelerated adoption of renewable energy, expansion of electric vehicles in public transport, and integration of clean energy solutions across sectors such as agriculture and manufacturing.

To prevent market abuse, authorities are instructed to act against hoarding, profiteering, and supply manipulation, while also streamlining government processes related to permits and licenses.

State-run firms, including the Philippine National Oil Company (PNOC) and PNOC Exploration Corporation, are authorized to procure fuel and petroleum products, including making advance payments when necessary to secure supply.

Local government units are urged to support national efforts, while the private sector and civil society organizations are encouraged to assist in delivering essential services and logistical support.

The declaration is backed by Republic Act 7638, or the Department of Energy Act, which allows the President to act during imminent energy shortages. It will remain in effect for one year unless lifted or extended.

With this move, the government aims to strengthen energy security, cushion the impact of global instability, and ensure the continuity of critical services nationwide.
