
MANILA — The Asian Development Bank (ADB) has pledged to provide timely financial and technical assistance to countries across Asia and the Pacific to help cushion the economic impact of the ongoing Middle East conflict.
In a statement, ADB President Masato Kanda said the bank is prepared to deliver rapid, flexible, and scalable support to its developing member countries (DMCs), particularly those facing rising pressure from higher energy costs and supply chain disruptions.
“ADB will deliver rapid, flexible, and scalable assistance to help countries manage immediate pressures and strengthen long-term resilience,” Kanda said, noting that this includes fast-disbursing budget support and financing mechanisms to secure essential imports such as oil, food, and other critical goods.
The bank emphasized that it has sufficient resources to protect ongoing and planned projects while expanding emergency assistance based on the needs of affected countries.
Among its key tools is the Countercyclical Support Facility, which provides budgetary support to governments experiencing fiscal strain during economic shocks. In addition, the Trade and Supply Chain Finance Program (TSCFP) will help ensure the continued flow of vital imports by supporting private sector transactions, including the temporary resumption of financing for oil imports.
The ADB is closely monitoring global market conditions, particularly the effects of rising energy prices, inflation, and disruptions in trade routes. These challenges have already led to increased shipping costs and delivery delays, with potential ripple effects on industries reliant on key inputs such as fertilizers and petrochemicals—factors that could also impact agriculture and food production.
The bank also warned that economies dependent on tourism and remittances may face heightened risks, while tightening financial conditions could put additional pressure on currencies and capital flows across the region.
ADB said it has begun consultations with the most affected countries to determine immediate assistance needs and will continue working with governments, development partners, and the private sector to ensure a coordinated response.
Through these measures, the ADB aims to help maintain economic stability while strengthening the region’s resilience against ongoing global uncertainties.
