Lawmaker pushes stronger institutional links to cut farm losses, boost farmer incomes

MANILA — A member of the House Committee on Agriculture and Food is calling on the Department of Agriculture (DA) to expand partnerships with institutional buyers to help small farmers secure markets, strengthen the agricultural value chain, and reduce crop wastage.

The appeal follows the DA’s recent announcement that at least eight institutional buyers have expressed interest in directly sourcing red onions from Mindoro after a virtual market-matching activity held on March 31. Estimated demand from these buyers ranges from five to 16 metric tons per month.

Abra Lone District Representative JB Bernos said such partnerships provide a practical solution to support farmers’ livelihoods while minimizing post-harvest losses. He urged the DA to sustain engagement with private sector partners to expand these opportunities.

Earlier, Agriculture Secretary Francisco P. Tiu Laurel Jr. noted that as much as 30 percent of the country’s agricultural produce—particularly vegetables—may be lost due to inefficiencies in logistics. However, he acknowledged that precise data on farm losses remains limited, with the estimate based on industry experience.

Bernos added that linking farmers with institutional buyers complements ongoing investments in post-harvest infrastructure, such as cold storage and processing facilities. Having secured buyers, he said, helps reduce uncertainty for farmers when selling their produce.

He also highlighted the DA’s role in facilitating agreements between producers and buyers, ensuring that farmers benefit from stable demand and fair market access.
