
LAOAG CITY – The provincial government of Ilocos Norte is exploring the conversion of the former Northern Foods Corporation (NFC) site in Sarrat into an economic zone, aiming to maximize land use and strengthen the region’s agricultural value chain.
The proposed ecozone status would offer investors incentives such as tax holidays and other government-backed benefits, making the site more attractive for development.
Rona Leigh Bueno, head of the Ilocos Norte Trade and Investment Promotions Office, said a private firm has expressed interest in transforming the 3.12-hectare property in Barangay San Joaquin into a multi-commodity agro-processing hub.
“We have already completed the first of two مراحل required for a presidential proclamation declaring the NFC site as an economic zone,” Bueno said.
The NFC facility, which was dissolved in 2021 after it ceased to fulfill its national mandate, is among several underutilized government properties now being offered for lease or free use for up to five years to qualified investors.
Agriculture officials in the province said establishing an agro-processing hub would help address post-harvest losses, especially during periods of oversupply of key crops such as mango, garlic, onion, tomato, and mung bean.
To support the initiative, the Provincial Agriculture Office, in partnership with the Department of Agriculture, is promoting clustered farming among local producers. The strategy aims to streamline production data, improve coordination, and connect farmers to broader markets.
Officials believe the project will not only attract investments but also enhance productivity and income opportunities for farmers across the province.
