
LAOAG CITY – The provincial government of Ilocos Norte has distributed ₱8.1 million worth of livelihood assistance to 330 farmers belonging to various zanjera or communal irrigation groups.
The support package included 70 cattle, 143 goats, 187 piglets, and 233 bags of hog starter feeds. The distribution took place at the Ilocos Norte Agriculture and Fisheries Extension Center as part of ongoing efforts to strengthen rural livelihoods.
Governor Cecilia Araneta-Marcos said the funding came from the province’s share of Republic Act 7171, also known as the tobacco excise tax. She emphasized that the program is intended to support farmers, whom she described as vital to the local economy, especially amid challenges such as rising energy costs that affect production and transport.
The initiative forms part of the Provincial Veterinary Office’s Animal Dispersal Program, which aims to help livestock raisers recover and expand their operations. Beneficiaries are expected to pass on the offspring of the animals to other farmers, creating a sustainable cycle of support within communities.
Larry Baniaga, a cattle recipient from Burgos town, expressed gratitude, noting that he was selected through a raffle among members of their association after they requested assistance.
Provincial Veterinarian Dr. Loida Valenzuela said the program is designed to improve food security while providing long-term livelihood opportunities. Under the swine dispersal component, beneficiaries must return at least two piglets to the provincial government after two years to help sustain the program.
She added that farmers can expect income within three to four months from selling pigs, driven by strong demand for local products such as longganisa and bagnet.
To ensure the success of the program, the Provincial Veterinary Office will oversee animal health through vaccination and vitamin supplementation, while beneficiaries are required to provide housing, feed, and labor.
